Prepositions to describe changes:

to - чтобы сообщить, как изменилось количество — to increase to 100 (увеличиться до 100), to fall to 20% (упасть до 20%);

by - чтобы показать разницу — to decrease by 10% (уменьшиться на 10%);

at - чтобы уточнить количество — the number of X peaked, at 90% (количество X достигло пика на уровне 90%), Y remained stable at 15% (Y оставался без изменений на уровне 15%);

from ... to - используется для указания на диапазон — from 1996 to 2019 (с 1996 по 2019);

of + in - после таких существительных, как a decline, an increase, a climb, используется предлог of для уточнения процентного количества (of 30%), затем предлог in, чтобы показать, в чем были изменения — there was a sharp decline of 40% in the number of children (количество детей резко уменьшилось на 40%);
